Melissa Boissiere, Ph.D., is an advisor with Pan-American Strategic Advisors, an international relations scholar, and a former diplomat with a decade of experience at the Trinidad and Tobago Ministry of Foreign Affairs. She spent seven years at the country’s Mission to the United Nations in New York, where she advanced the interests of Trinidad and Tobago, the Caribbean Community (CARICOM), and developing countries more broadly in negotiations on human rights, humanitarian affairs, health, and social development.
A scholar-practitioner, Melissa combines her diplomatic career with a strong academic foundation. She holds a Ph.D. in International Relations and an M.A. in Latin American and Caribbean Studies from Florida International University, as well as an M.A. in Spanish and a B.A. in Latin American and Caribbean Studies and Spanish from The University of the West Indies. Her research spans human trafficking, radicalization, gender-based violence, trade, development, and corporate power, with a focus on the CARICOM region.
Melissa is deeply committed to advancing inclusive development, regional integration, and security — national, regional, and human — across Latin America and the Caribbean.
